The film stresses the advantages of steel over aluminum for highway products. It appears to be a remake of the film "Safeguarding our highways" (see 86.268 Film #7). The AISI reference noted above states that "Modern steel..." is for a college audience and "Safeguarding our highways" is for a technical audience.
Also on the film are two one-minute commercials for steel. The first includes a robot talking about the different uses of steel and the second is an animation showing all the things that can be made of steel.
