The proposal was first published in the 'Public Advertiser' of 22 July 1771 under the signature of 'Eumenes' i.e. Francis Maseres.
An appendix, entitled: 'Considerations on the bill now depending in the House of Commons', was published in 1773.

Pencil marginalia in Franklin’s hand on pp. 46, 48, 51, and 59, badly shaved; Franklin to Maseres, 17 June 1772, thanking him for the “Pamphlets proposing to establish Life Annuities in Parishes, &c. . . . I send it back with a few Marginal Notes (perhaps of no great Importance) made in Reading it, requesting it may be return’d to me”; (P 19: 179); MS table of contents of the vol. on flyleaf in William Temple Franklin’s hand; three leaves of following item misbound between H4 and I1; purchased from Dufief, 1801– 03, by Col. William Duane; sold by him in 1822 to the Athenaeum of Philadelphia (68); sold in turn by it, 22 December 1885, to the Historical Society of Pennsylvania.
